When you plug in the Cat5 cable into the NIC card does Windows see it? If you go to Accessories > System Tools > System Info under all Programs...you'll eventually find Problem Devices...Are there any devices listed?
Under Control Panel you can check if it auto-detects to the DSL modem, too. Sorry doing this by memory as I'm on my Linux computer now. You could try booting with a Linux Live CD to troubleshoot this issue, too.
